Its three technical divisions Land Administration, Land Registration and Land Valuation - collectively manage registration of titles, leases, mortgages, cautions, caveats, transfers and prohibitions. Therefore its efficient, transparent and predictable operation is thus critical, unfortunately inefficiency and corruption is raising concern and alarm. The sheer volume of paper adds to a sense of chaos in which all processes are slow and tedious. This encourages bribe taking at almost every stage. Attempts are now underway to reform the department. The writer of the article envisions online searching - much like WinDeed - unfortunately the problems of petty, grand and systemic corruption will first have to be surmounted.
