Chief Registrar's Circular No. 11 of 2005 was recently issued. It concerns the lodgement of rates clearance certificates. In summary it reads as follows:

A prescribed certificate shall, in terms of section 118(1A) of the Local Government: Municipal Systems Act, 2000(Act No. 32 of 2000), be valid for a period of 120 days from the date of issue.

Registrars of Deeds are advised to accept for registration purposes a prescribed certificate of which the validity date is a date more than 120 days from the date of issue. Such later date must be regarded as the date of expiry of the certificate.
- This Circular must be read in conjunction with CRC 10/2004.
