Efforts to sort out the backlog in the issuing of municipal clearance certificates are failing and hundreds if not thousands of property transfers have been delayed. Yet no clear reason for the delays have been given as councils are not sharing information with anybody. Billing errors and the inability of the metros to provide detailed account breakdowns when disputes arise are however top of the list.
According to the Acting Chairman of the JAA's Property Committee Anton Theron, one of the problems appears to be the centralisation of many of the city's administrative functions, and the implementation of the new SAP program system. Meanwhile money continues to be lost, buyers and sellers remain frustrated, and smaller conveyancing firms and estate agencies are struggling.
