Interested persons are invited to submit written comment on the draft Constitution Eighteenth Amendment Bill, 2019 by 16h00 on 31 January 2020. The controversial draft Bill aims to amend the property rights clause (Section 25) of the Bill of Rights to allow a court “where land and any improvements thereon are expropriated for the purposes of land reform, [to] determine that the amount of compensation is nil”. The specific circumstances allowing the court to make a nil determination, however will be dependent on national legislation.
Public hearings will be held in February and all enquiries and written submissions must be directed to the Committee Secretary, Mr Vhonani Ramaano:
