Johannesburg Registrar's Circular No. 1 of 2013

1. TDR or exemption certificate on registration or cancellation of a lease
   SARS is not in a position to issue either TDRs or exemption certificates on registration or cancellation of a long term lease.  Therefore until such time as the Transfer Duty Act is amended, no TDR or exemption certificate may be required for deeds registration purposes.


2. Rates Clearance Certificate Section 
   The practice of using agents and the acceptance of un-verified  and potentially invalid Rates Clearances from clients is rendering some property transactions unregisterable.  Drastic measures will be taken against law firms which condone such mala fide practices.
