Pro-rata rates collection

But sectional title expert Mike Spencer says that the pro-rata apportionment of rates for the whole scheme, based on the Participation Quota (PQ) of each unit, could give rise to problems.
In mixed-use buildings, for example, where there are shops on the ground floor, offices on floors one and two and flats in the remaining parts of the building, how does one reconcile the charging of rates on either a domestic or a commercial (shops) or a restricted (offices) scale?

Each zoning increases the amount of rates that needs to be paid, and a mixed block will probably be charged at the rate for which the ground is zoned - for example, business rates. This could lead to owners of the upper, residential floors being prejudiced.
