By-law fears

According to an article in the EP Herald, the by-law, which states that only a registered property owner or his authorised agent may open a municipal services account, means that property owners and not their tenants will be held responsible for electricity and water accounts.

Estate agents, property owners, property managers and letting agents are at one in seeing it as an underhand attempt by the municipality to pass the responsibility of collecting service debts onto property owners. The municipality, they feel, should create better systems for debt collection from the tenants themselves, who are the consumers of the water and electricity.
