Clearing of clearance backlog

Addressing one of the worst crises for some time, Alderman Malan said that once the problem had been brought to her attention, she immediately consulted with the relevant officials and decided on a plan of action.

Part of the problem was the large-scale conversion of management, financial and revenue data from several different computer systems onto one computer system, which diverted staff and led to the backlogs. At the close of day on 28 November there were 2140 outstanding rates clearances, 1 530 new applications received for the week, 1 247 certificates issued, 346 accounts issued and 2 077 applications in the backlog pile.

Alderman Malan has also implemented measures to monitor the situation, such as measuring output on a daily basis, changing procedures and consolidating staff.
