Man claims he owns M4 land

Pierre Hough claims that he owns the land on which the coastal road between Durban and KwaDukuza is built. Through the shelf companies which he owns, one, La Lucia Property Investments, which has been dormant for ten years with no directors, apparently has "substantial amounts of property ... much of it the road running between the border of the old Borough of Durban past Stanger".

If this is indeed the case, it means that the laws applicable to motorists on public roads do not apply as it is not a proclaimed road in the provincial road network.
