Sectional title ombudsman?

Deputy Agriculture and Land Affairs Minister Dirk du Toit is convinced an ombudsman is needed. This is because the two existing forms of dispute resolution - the courts and arbitration - provided for in the Sectional Titles Act have drawbacks. Court costs are high and the voluntary nature of arbitration makes conflict resolution impracticable.

He feels that an ombudsman would be less costly and more effective in resolving disputes. The departments of housing, justice, trade and industry, and social development are to assist in investigating the feasibility of creating the office. All stakeholders will be consulted and du Toit hopes that a new act will be passed by next year.
