Suburban booms

The SA Human Rights Commission was told at hearings on road closures by Nic Karvelas, chairman of the Open City Forum which opposes road closures, that boom gates and road closures to block sections of public roads infringed people's rights to freedom of movement and dignity and was unconstitutional. The Johannesburg Metropolitan Council however contended that there were constitutional contradictions in the apparent conflict in the applicable legislation and that closures tended to reduce opportunistic crimes that had little impact on overall high-level crime.
